The article discusses the history, evolution, essence and relationship of the concepts of “Personnel Management” and “Human Resource Management”. It has been proven that “Personnel and Human Resources Management” is a single, inextricable process based on the theory of one paradigm, and human resource management is a new stage in the science of personnel management. It is methodologically incorrect to distinguish between two completely distant “approaches”: traditional (personnel management) and new (human resource management). The second “approach” arose from the first, is based on its results, continues it, improves and complements the first, is part of it, without denying its foundations, and is based on the same paradigm. What is happening is not a revolution, but an inevitable evolutionary change in the stages of development of personnel management - the science of the working person.
